The Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 provide the core framework for registered vehicle scrapping facilities.

Since 1 April 2025, the Environment Protection (End-of-Life Vehicles) Rules, 2025 have also introduced an EPR framework covering RVSFs, vehicle producers and other stakeholders.

What is an RVSF?

A Registered Vehicle Scrapping Facility is an authorised establishment where End-of-Life Vehicles are accepted, depolluted, dismantled and scrapped in a controlled manner.

The project typically handles passenger vehicles, commercial vehicles and other eligible vehicle categories depending on the facility registration and business model.

A typical process is:

Vehicle Receiving → Documentation → Depollution → Dismantling → Material Segregation → Metal Recovery → Waste Routing → Vehicle Scrapping

Start with a Feasibility Study

Site Selection for an RVSF

A good site layout should separate incoming vehicles from dismantled material and hazardous or regulated waste streams.

Depollution Comes Before Dismantling

Machinery depends on the facility capacity and depth of processing.

The project may require vehicle lifts, depollution equipment, fluid-drainage systems, dismantling tools, tyre-removal equipment, cable-processing equipment, cutting systems, weighing equipment and material-handling machinery.

Some RVSFs may only dismantle and segregate vehicles before selling materials to downstream recyclers, while larger facilities may perform additional processing.

The machinery should match the actual business model.

The project should avoid purchasing expensive equipment for processes that will not be performed regularly.

Under the 2025 ELV framework, RVSFs are also integrated into the centralised ELV EPR system.

However, an investor should not develop the project only around expected EPR certificate revenue.

The facility should first have a viable business based on vehicle sourcing, scrap recovery and sale of recovered materials.

The financial model normally starts with the value recovered from each vehicle.

Revenue may come from ferrous metal, aluminium, copper, reusable components and other recoverable materials, subject to applicable regulations and buyer requirements.

Different vehicle categories produce different material values.

A heavy commercial vehicle can have a very different recovery profile from a small passenger vehicle, so the DPR should analyse the expected vehicle mix rather than use one standard revenue assumption.

The RVSF may need to pay for vehicles before dismantling them and selling the recovered materials.

Cash can therefore remain tied up in:

A project handling higher-value commercial vehicles can require substantial working capital even when the plant machinery itself is not extremely expensive.
