For large, intricate infrastructure projects involving public-private partnerships, the build-own-operate-transfer (BOOT) contract is a common contract delivery method. In a typical BOO project, a government agency hands over funding, development, and management of infrastructure to a private enterprise for a certain period of time, after which the private entity will control the infrastructure forever.
